you do NOT have to beat the elite 4 to access sky pillar. however the first time you visit all that happens is rayquaza awakens. then rayquaza settles groudon and kyogre's feud. straight after the incident, you can go back to sky pillar and, well, catch rayquaza!

When you use the pokeradar, defeat or capture the pokemon, after the battle another patch usually makes that twinkle, doesn't it? If you defeat the pokemon, then a CHAIN begins. Keep on defeating or Capturing and the chain goes on and on. It's a little difficult so start off with common things like Geodude (especially on the route above Oreburgh City!), Starly, Bidoof, etc.
